What is a Low Loader Trailer? Your Complete Australian Guide

A low loader trailer, sometimes called a float, carries its deck close to the ground across its full length. It doesn’t step down to a well behind a raised front section the way a drop deck does. That’s the whole point of the design: when your plant is too tall or too heavy for a drop deck to bring it under the legal height limit, or the mass needs spreading across more axles than a standard semi-trailer offers, a low loader is the answer.

Low loaders sit at the heavy end of the trailer range. They’re built for machinery and loads that a flat top or drop deck can’t handle within general access rules. Think large excavators, bulldozers, and mobile plant that would otherwise need an oversize or overmass permit on almost every configuration.

A low loader carries its deck low to the ground across its full length, lower than a drop deck’s well, specifically to move very heavy or very tall plant that other trailer types can’t carry within standard access limits. Quad-axle low loaders can run up to 27.0t on the axle group under PBS approval, well above the 20.0t general access limit for a quad-axle group.

What Is a Low Loader Trailer?

A low loader has one continuous deck sitting close to the ground for its full length. That's different from a drop deck trailer, which has a higher front section at standard deck height and a lower well behind it. The low loader skips the raised front section altogether, or minimises it as far as the coupling allows, to get the whole deck as low as possible.

The lower the deck sits, the taller the freight you can carry within the same height limit, and the more stable a heavy, high-centre-of-gravity load rides. Both matter for the freight low loaders typically carry: excavators, bulldozers, cranes, and other mobile plant that's both heavy and tall.

Because the loads are heavier than a standard semi-trailer is built for, low loaders are commonly specced with more axles than a flat top or drop deck. Tri-axle and quad-axle groups are standard, and some configurations add a dolly between the prime mover and trailer to spread mass across even more axles for the heaviest plant. Australian Mass Rules for Low Loaders

General access dimension limits apply the same way they do to any semi-trailer: 4.3m height, 2.5m width, before a permit is needed. Where low loaders differ is on the mass side, because the freight routinely exceeds what a tandem or tri-axle group can carry under standard limits.

For a quad-axle group, the NHVR’s Mass, Dimension and Loading Regulation allows mass above the standard 20.0t limit, up to 27.0t, if the combination holds Performance Based Standards (PBS) approval. This is called the Quad-axle Mass Limit, or QML.

  • General access (no PBS approval): 20.0 t

  • QML 1 (equivalent to tri-axle CML): 21.0 t

  • QML 2 (equivalent to tri-axle HML): 22.5 t

  • QML 3 (full QML mass): 27.0 t

To run above 20.0t on a quad-axle group, the NHVR requires: all axles in the group fitted with dual tyres, a PBS vehicle approval in force that permits the specific QML mass, a road-friendly suspension system certified for tri-axle groups, a steerable axle with at least 12° of articulation (or an equivalent proven steering mechanism), and current NHVAS Mass Management and Maintenance Management accreditation for the operator. A Tier 2 or 3 bridge assessment is also required once you're operating above 21.0t on the group.

These are approval conditions, not a checklist you can work around. A quad-axle low loader running QML mass without every one of these in place isn’t compliant, regardless of what the trailer is physically capable of.

Low Loader Configurations

Axle groups

Tri-axle low loaders are the common choice for mid-weight plant, typically machinery up to around 30t depending on tare and configuration. They run under the same tri-axle GML and HML rules as other semi-trailers (21.0t and 22.5t respectively from 1 August 2026).

Quad-axle low loaders step up for genuinely heavy plant. Under PBS approval, a quad-axle group can carry up to 27.0t as outlined above. Some operators add a dolly between the prime mover and the low loader to distribute mass across additional axles again, for plant that exceeds what even a quad-axle group can carry under QML.

Widening

Some low loader decks are built to widen from the standard 2.5m general access width out to around 3.5m, to give wide plant (graders, wide excavator buckets, certain agricultural equipment) a stable, adequately supported carrying surface. A trailer running at widened deck dimensions is operating outside general access width and needs the matching permit or PBS approval before it’s on the road.

Loading

Because low loaders carry mobile plant, most are fitted with rear ramps (hydraulic, fixed, or removable) so machinery can be driven or tracked on under its own power rather than craned. Ramp angle matters here too. The lower the deck, the shallower the loading angle, which makes loading safer for tracked plant with limited ground clearance.

What Do People Use Low Loaders For?

  • Excavators, from mini excavators through to large-boom machines too heavy or tall for a drop deck

  • Bulldozers and graders

  • Cranes and crane components

  • Large compactors and rollers

  • Skid steers and compact loaders, where volume rather than individual weight is the driver

  • Pipes and large-diameter industrial components

  • Mining and heavy civil construction plant generally too large for general-access trailer types

If a drop deck can move your plant within general access limits, it’s the simpler and more cost-effective choice. Permits, PBS approval, and accreditation all add cost and lead time. A low loader earns its place when the plant genuinely won’t fit any other way.

How to Choose the Right Low Loader

Would a drop deck do the job? If your tallest regular load fits under 4.3m on a drop deck’s well, you don’t need a low loader. Check our drop deck guide first.

Do you need extra width? Wide plant needs a widening deck, which brings its own permit or PBS requirements on top of the mass side.

Is your operation ready for PBS accreditation? Quad-axle QML mass above 20.0t requires NHVAS Mass Management and Maintenance Management accreditation to be in force. That’s an operational commitment, not just a trailer spec, and it needs to be sorted before you’re relying on the extra payload.

How is the plant loaded? Confirm ramp angle and ground clearance against the actual machines you're carrying, particularly for low-clearance tracked plant.

What is QML?

QML stands for Quad-axle Mass Limit: the mass a PBS-approved quad-axle group is permitted to carry above the standard 20.0t limit. The NHVR defines three common QML levels: QML 1 (21.0t, equivalent to tri-axle CML), QML 2 (22.5t, equivalent to tri-axle HML), and QML 3 (27.0t, the full QML mass). The specific level your trailer can run is set out in its PBS Vehicle Approval, not chosen freely.

What's a widener and when do I need one?

A widener lets a low loader’s deck extend beyond the standard 2.5m general access width, commonly out to around 3.5m, to properly support wide plant such as graders or wide-bladed equipment. Running at a widened dimension takes the trailer outside general access and requires the matching permit or PBS approval for that width, separate from any mass-related approval.

Do I need an escort vehicle to run a low loader?

It depends on the specific dimensions and mass of the load, not the trailer type itself. Loads that exceed general access limits by enough may require an oversize/overmass (OSOM) permit, which can carry conditions such as escort vehicles, route restrictions, or daytime-only travel. These conditions vary by state and by how far outside standard limits the combination is running. A low loader operating within general access limits, or under a standard PBS approval without OSOM conditions attached, doesn’t automatically require an escort.

What plant is too big even for a low loader?

Very little standard mobile plant exceeds what a well-specified low loader can carry. Quad-axle PBS configurations with a dolly cover the vast majority of civil, mining, and construction equipment on Australian roads. Genuinely oversized indivisible loads (very large mining equipment, whole structures) move outside standard low loader configurations entirely, under dedicated heavy haulage combinations and OSOM permit arrangements specific to that load.
